    The completion of the Duterte administration's flagship program continues despite the present health crisis in light of the coronavirus disease 2019 (COVID-19) pandemic. This is the message conveyed by government officials led by Executive Secretary Salvador Medialdea during the formal opening of the Roxas Exit of the Tarlac-Pangasinan-La Union Expressway (TPLEx), a project of the Department of Public Works and Highways (DPWH), today, 15 July 2020. "TPLEX will also help boost economic development, especially as we recover from the COVID-19 pandemic. This project is just one of the many key priority projects and infrastructure flagship projects of President Duterte under Build, Build, Build," DPWH Secretary Mark Villar said in his prepared speech read by Presidential Adviser for Flagship Projects and BCDA President and CEO Vince Dizon. Meanwhile, Department of Transportation (DOTr) Secretary Arthur Tugade expressed his support to the DPWH's achievement and stressed that there's still a lot of work to be done under the Duterte administration. "Buong pusong nagpasalamat tayo sa ating Pangulo, Mayor Rodrigo Roa Duterte sa kadahilanang sa liderato niya at tunay na pagmamahal niya sa sambayanan, siya 'ho ay nagsilbing inspirasyon at kaugnay natin para maitayo ang mga proyektong ito," Secretary Tugade said. "Sa Department of Public Works and Highways, congratulations sa inyo. Mr. [Ramon] Ang, thank you very much. And Mr. President, stay healthy and well. Marami pa tayong isasakatuparan at gagawin," the transportation chief added. The 11-kilometer Pozorrubio, Pangasinan to Rosario, La Union segment of TPLEx is part of the 88.85-kilometer toll road that links Northern Luzon to Metro Manila. DPWH said the TPLEx will reduce travel time from Tarlac to Rosario, La Union from 3.5 hours to just an hour, with an average usage of around 20,000 vehicles daily. Also present in the inauguration ceremony were Finance Secretary Carlos Dominguez, Budget Secretary Wendel Avisado, PAPP Secretary Carlito Galvez, and COO Ramon Ang.   ###
